The Osage County Interlocal Cooperative (OCIC) together with ten rural Oklahoma public school districts, Anderson, Bowring, Frontier, Hominy, Osage Hills, Newkirk, Pawhuska, Shidler, Woodland, and Wynona will build capacity by implementing the OTISS model that integrates the Positive Behavioral Interventions and Support (PBIS) framework at each site to improve school climate.

The major components of this five-year initiative represent promising and innovative approaches to put students’ needs first, base decisions on data, and increase behavioral and academic outcomes for ALL students.

Program Goal

Implement a multi-tiered behavioral framework to improve school climate in 10 districts over a 5-year period.

 

Program Objectives

Objective 1:  Students’ classroom behavior will improve as evidenced by a minimum of 5% decrease in the number of referrals for disciplinary reasons each year of the grant compared to baseline data as measured by school discipline records.

Objective 2: 100% of participating schools will report an annual improvement in attendance rates as measured by the average number of days absent which will decrease by 50% by the end of year 5.

Objective 3:  Students’ behavior will improve as evidenced by a 5% decrease in the number of suspensions and expulsions each year of the grant compared to baseline data as measured by school discipline records.

Objective 4:  The number of schools implementing the OTISS multi-tiered framework with fidelity will increase from baseline data of zero to 3 schools by the end of Year 1; 6 schools by the end of Year 2; and 10 schools by the end of Year 3 as measured by project records and evaluations with technical assistance from OSDE/OSU.

OTISS

(Oklahoma's Tiered Intervention Systems of Support)

OTISS, Oklahoma’s Tiered Intervention System of Support, is Oklahoma’s intervention model for identifying and addressing academic and behavioral difficulties that interfere with Pre-K-12 student success.

Critical components of OTISS include: Leadership, Teaming, Professional Development, Universal Screening/Benchmarking, Tiered Interventions, Progress Monitoring, Data-Based Decision Making, and Family Engagement.
